Preschool Evaluation Process
Referral Process
If a parent has concerns about their child’s development, they should make a referral to the CPSE (Committee of Preschool Special Education) Chairperson at their school district. This can be done via phone call, email, written letter or in person. Some school districts require that you register your child within the school district before a referral can be made. Once the referral is made, your school district will send out paperwork to your home to complete. In order to have a timely evaluation, it is imperative that this paperwork be completed and returned as soon as possible. Included in this packet of paperwork there will be a “Consent to Evaluate” form and a list of evaluators to choose from. If you are in Onondaga, Oswego or Cayuga county, Hear 2 Learn will be on this list. As a parent, you will need to choose an evaluator sign the “Consent to Evaluate” and return to the district.
(Hint: The state requires that an evaluation be conducted within 30 days of receipt of the consent to evaluate. Therefore, you may wish to call the agencies on the list of approved evaluators to see if they can complete the evaluation and report within this timeline.)
The day the school receives your consent to evaluate is the day the 30 day timeline begins. By day 30 your child must be evaluated, reports must be written and the school district must have a CPSE meeting.
